ACCOMPLISHMENTS

I stand by my commitment to serving La Habra, and serving as your Councilmember the last 10 years we have achieved a lot for our city. With your help, we have plenty of work left to do. Below are some of the accomplishments we have achieved in La Habra.

Fiscal Responsibility

  • The City effectively managed a $40 million investment portfolio to ensure the safety of City assets and to earn a market rate of return.
  • Completed the transition of fire personnel from the former La Habra Fire Department to the Los Angeles County Fire Authority.
  • Contracted with Inland Valley Humane Society for animal sheltering.
  • Received a credit rating upgrade in 2013 and 2019
  • Successfully negotiated pension reform with all of the City’s employee bargaining units and non-represented staff.
  • For FY 16/17, secured two year labor agreements with most of the City’s bargaining units.


Economic Development
  • The Economic Development Division has assisted in attracting numerous quality businesses to La Habra, including Aldi Grocery Store, Sprouts, a new Wal-Mart, Kaiser Permanente, Presbyterian Intercommunity Hospital, and Black Bear Diner.
  • The Economic Development Division continues to work with multiple land owners to help redevelop/revitalize their properties, including Northgate Market, Tommy Burgers, and the new Greg Jones commercial development at Whittier/Hacienda.
  • Approved development projects for the improvement of the properties on Whittier Boulevard to include a Chase Bank, Starbucks, Autozone, and car wash.
  • The City consistently receives Community Development Block Grant funding. The City received a CDBG Grant of $736,457 for the 2015-2016 fiscal year. The funds were used for Administration of the grant (20%), Housing Programs (58%), Public Facility Improvements (6.2%), and Public Services (15%).


Major Building/Infrastructure Projects
  • Completed renovation of the Veteran’s Memorial Hall as part of the Civic Improvement Plan.
  • Completed Phase 1 and 2 of the Civic Center project.
  • Completed the renovation of the Community Center as part of the Civic Center Improvement Project.
  • Started and finished the City’s 7 year Pavement Management Program.
  • Completed the La Habra Boulevard street and median improvement project.
  • Completed the new CVS Distribution Center and Pharmacy.
  • Completed construction of Fire Station #194 to serve the communities of La Habra and La Mirada.
  • Facilitated the construction of the Imperial Promenade.


Job Training and Childhood Education Opportunities

  • Provided Employment and Job Training services to approximately 200 at-risk youth annually.
  • The Child Development Division effectively provided educational and child care services to over 700 children annually in the Head Start, State Pre-School, and School Aged Child Development Programs.
  • The Children’s Museum provided 2,000 school children with free in-class educational workshops and field trips, provided free admission to 10,000 visitors on Target Free Sundays and served over 90,000 visitors throughout the year.
  • The Children’s Museum created a new water outreach program that served over 1,700 K-2nd grade La Habra City School Children.
  • The Children’s Museum created several science outreach programs, Grow your STEM, On the Road for Energy, and California Science Quest.
  • The Children’s museum received the $262,987 US Department of Education Arts in Education Model Development and Dissemination Grant for Young at Art, successfully completed the grant and celebrated culmination of grant at Art Festival Day with participants, school board, and dignitaries.
  • Celebrated the Children’s Museum at La Habra’s nomination as a finalist for the National Medal for Museum and Library Service.
  • The Children’s Museum received a two-year Institute of Museum and Library Sciences grant in the amount of $148,000.
  • The Children’s Museum installed the new Clubhouse H2O exhibit to help teach the importance of water conservation.


Environmental Responsibility & Sustainability
  • The City maintained a high waste diversion rate of 4.2 pounds per person, per day.
  • Removed 2,250 pounds of trash and 500 pounds of recyclables as part of the annual Inner Coastal Cleanup at Coyote Creek.
  • Installed another drought tolerant center median on Lambert Road.
  • Collected approximately 204,000 pounds from two household hazardous waste events and Used Oil collection centers.
  • Celebrated 19 years of Tree City USA status by meeting the Arbor Day Foundation’s rigorous standards of responsible urban forestry management.
  • Purchased water rights and shares to protect the City’s long term access to affordable water for its customers.
  • Established a business recycling program.


Community Involvement

  • Increased social media presence on Facebook with more than 5,800 followers and further promoted the La Habra Police Connect Application for smart phones.
  • The Recreation Division assisted in coordinating the Love La Habra day of service that brought together over 600 volunteers that worked on 20 different community projects.
  • Hosted the Vietnam Memorial “Wall that Heals.”
  • In 2015, La Habra was a proud host town to the 2015 World Games Special Olympics athletes.


Customer Service
  • Implemented an online Web-based Customer Response Management System to provide information and ensure a timely response to questions or concerns from the public. In the Community Preservation department, the average response time to conduct an inspection and issue a notice of violation was less than two days.
  • Completely renovated the City’s website to provide better access, transparency and information to our residents, businesses and visitors.


Infrastructure Improvements
  • Completed the Harbor Blvd. and Lambert Road Intersection improvements project.
  • Completed the Beach Blvd. and Whittier Blvd. intersection improvements project.
  • Completed portions of the Alley Improvement Project.
  • Completed the rehabilitation of OC-45, a critical MWD water source for the City.
  • Completed the construction of Beach and Whittier Boulevard intersection improvements.
  • Completed the La Habra Boulevard Corridor Signal Synchronization Project.
  • Completed the City of La Habra Bikeway Master Plan and preliminary design for Union Pacific Rail Bikeway Project.
  • The Department of Public Works completed the purchase of Groundwater Rights in the Main San Gabriel Basin.
  • Completed Safe Route to School Sidewalk Gap Closures at Railroad Crossings project.
  • Completed construction of the Portola Park Well and water transmission line.
  • Completed the Lambert Road and Euclid Street Corridor Signal Synchronization Projects.
  • Completed the La Bonita well and water facility.
  • Completed the Portola well and main line connection.
  • Completed construction of the Imperial Highway Smart Street project from the Los Angeles County Line to Harbor Blvd.
  • Completed Annual Citywide Sidewalk Replacement and Wheelchair Ramp programs.
  • Completed the installation of new Citywide LED Internally Illuminated Street Name Signs.
  • Completed replacement of water mainlines in addition to the Annual Water Main Replacement Program.
  • Completed the Coyote Creek Bikeway Project.
  • Completed the Neighborhood Traffic Management Plan.
  • Completed the Lambert Road “Safe Routes to School” sidewalk gap closure project.
  • Completed Cypress Street Sidewalk improvement project.
  • Completed rehabilitation of the Idaho water well to improve reliability and flow.
  • Completed the installation of ADA concrete walkways at various City parks.
  • Completed significant improvements on Lambert Road and Harbor Blvd.
  • Constructed a new ADA compliant restroom at Oeste Park.


Public Safety

  • In 2014, the Police department achieved a 6.8% reduction in Part 1 crimes.
  • In 2015, the Police Department handled 47,478 calls for service.
  • During 2013, response times to priority 1 calls decreased by 16 seconds with an average response time of 3:29.
  • Established the La Habra Police Bicycle Patrol.
  • The Police Department completed contract negotiations with CARE Ambulance to continue providing outstanding ambulance services to the community.
  • Police Staff successfully applied for Homeland Security funds that allowed for the purchase of equipment and improvements of the emergency operations center.
  • In 2013, the department implemented monthly Crime Reduction Meetings to addresses locations with repeat Part 1 crimes and quality of life issues.  This program has been ongoing through 2015.
  • In 2015, the police department hosted an open house and National Night Out events, as well as Coffee with a Cop meetings every month.
  • For FY 16/17, added a new police officer position to help enhance public safety efforts.
